Wind chimes are usually hung from above because otherwise, they will not be able to produce their signature twinkling sound. Having said this, the most important thing is to keep the sound-producing areas floating, not the rest of the structure. In this case, the creator of this decoration chose to place it on the ground.
They did this by creating a unique metal support. It was twisted and bent into shape with pliers, and then the chiming part was attached with a thinner wire. As long as it is placed somewhere that the wind will get to it, then there is nothing prohibiting anyone from putting a piece such as this one on the ground.
